IVC offers 900 different courses in 57 areas of study ranging from Administration of Justice to Welding Technology. Academic Services also is responsible for schedule and catalog development, curriculum approval, program development, faculty evaluations, enrollment management, instructional technology, learning laboratories, library resources, reprographics, and program review. STRENGTHS AND CHALLENGES Office Structure and Staffing: This office has a history of strong administrative leadership. The office is well organized, with a reputation for serving students and faculty effectively. Simultaneously, many changes have taken place in the executive leadership over the last decade. Four different Vice Presidents have assumed this leadership position, resulting in a challenge for office staff and a need for direction and administrative leadership. One staff member, the Instructional Support Technician, played a key role over the last fifteen years in providing office continuity. This individual transferred in December to the English Department. The Instructional Support Assistant transferred to the Child Development Center. The Administrative Assistant position had been empty for the last year and finally was filled in January. In combination with the superb work of a temporary support assistant, the office is doing well in spite of being understaffed by one position. It is anticipated that the full office complement will be complete by May. The office functions very well because of a positive interpersonal environment and a confirmed work ethic emphasizing productivity. Academic Services is challenged in many ways. The staffing of the office originally was planned based upon a student headcount of approximately 5,000. The enrollment of IVC is close to 9,000 (unduplicated head count). Additional staff members have been recommended. Enrollment Management and Faculty Staffing: Over the last year, additional efforts have been made to increase student access to academic programs. Under the leadership of Interim Vice President Boenheim, 25 additional contract faculty were hired, increasing the number of full-time faculty members to 148. This academic year, enrollment has increased by 14%, program review has been implemented, and the transition to an enterprise software system (Banner) was successful. The Dean of Learning Services oversees all support labs (Writing, Reading, Math, Tutoring), reprographics, and the bookstore. These services need to be expanded to support our increased enrollments. A positive relationship has been confirmed between Academic Services and both the Academic Senate and the CTA Union in responding to academic and professional issues. Given the dramatic increase in enrollment and hiring, campus facilities are being fully utilized, especially during the Monday through Thursday time slots. To continue to respond to the community request to increase access to our courses and programs, classes need to be offered on Friday and Saturday. A comprehensive community scan needs to be conducted to assess the demand for weekend classes and the specific programs of study needed for a Weekend College. I am exploring organizations that provide services of this kind. Since my arrival at IVC in August, 2004, I have shared with division chairs my concern that the majority of academic disciplines report directly to the Vice President instead of to a Dean. Frequently, controversial issues move very quickly from faculty Division Chairs to the Vice President with little opportunity for resolution at a level more appropriate to the issue. A Dean structure is needed to increase program advocacy and to support Division Chairs in resolving student compliant and personnel issues. I have met with all shared governance councils to confirm the importance of developing dialogue to begin planning the instructional structure best for our increased enrollment and staff. Finally, in spite of aggressive recruitment both within and outside of the Imperial Valley, it continues to be difficult to attract enough highly qualified potential adjunct faculty members to the college, especially in English, Math, and Science. Dr. Bill Piland, Coordinator of the San Diego/Imperial Valley Community College Association (SDICCCA) Internship Program, has responded positively to our proposal to develop a valley online internship/mentoring program. We also will explore expanding the internship program to Northern Arizona University English graduate students. Technology: This year two major changes have taken place in terms of Technology. First, after almost six months of conversation, in March the Board will consider moving Information Systems from Business Services to Academic Services. The Dean of Learning Services will be retiring in August, 2005; that position has been modified to include information systems and has been renamed Dean of Technology and Learning Services. This structural change will enhance the integration of technology with our academic programs. Second, fall, 2004, IVC was awarded a five-year $2.7 million Title V grant to implement Distance Education in the form of online courses and interactive television at the Extended Campus centers. This project is critical, given the geographic size of the Imperial Valley and the importance of serving all communities in our District. Staff have been hired to implement the grant, and procedures are being developed for the approval of Distance Education courses. Community Development: A major strength of the college and Academic Services is its relationship with the community. One year ago, President Pai initiated a visioning process, facilitating 19 focus groups in all corners of the county. The recommendations of these group meetings were integrated into an institutional strategic plan with the objectives listed in this program review. In anticipation of the Measure L bond election, presentations were made to all appropriate community groups, resulting in significant endorsements from community organizations. Because of the close relationship with the community, the bond measure passed with a 62.5% approval rate. Academic Services has met frequently with representatives of the Imperial County Office of Education (K-12), SDSU-Imperial Valley Campus, Arizona Western College (Yuma), and University of Phoenix. Over the last three months, I have made presentations to Imperial Valley Rotary and Kiwanis clubs as a way to thank the community for its support and to cement our relationship with the community. Many meetings have taken place among the partners for the potential development of a charter high school in Calexico that will focus on the construction and health trades. This charter high school program will create a seamless pipeline from the high school to ֱ߲ programs. Efrain Silva joined the Academic Services team late fall, 2004 as Dean of Extended Campus. He has worked closely with Division Chairs to offer additional sections at all Extended Campus locations and has met frequently with ESL faculty to explore ways to receive community input on the potential development of a Language Institute. Significant time has been spent this year nurturing a productive relationship with the prison in Calipatria. Dr. Pai and I enjoyed more than half of a day touring the Calipatria Prison and interacting with both staff and inmates. Additional meetings facilitated by Dean Silva have resulted in a plan to provide staff with access to an Administration of Justice certificate and inmates with access to general education courses. Last fall, I hired a retired Dean, Dr. Barbara Lewis, to research the opportunities and challenges for developing a noncredit program. This position reports to the Dean of Extended Campus. The report of Dr. Lewis confirmed that additional resources need to be invested in our noncredit program. Peggy Hudson, Director of Noncredit and Community Service programs, joined IVC the end of January and has developed a tentative plan to launch noncredit courses in ESL and community service courses to increase Spanish and computer skills. She is working closely with community leaders to make CEUs in Real Estate available through IVC courses. A long-term plan will be developed by the fall. Our office invests considerable time in developing close relationships with our feeder high schools and our transfer institutions. We have worked closely and intensely with Dean Stephen Roeder of the SDSU-Imperial Valley Campus confirming smooth transfer of our students to existing SDSU-Imperial Valley Campus programs. The IVC/SDSU-Imperial Valley Campus Liaison Committee meets once each semester to discuss transfer and curriculum development issues. These discussions resulted in a commitment by both institutions to submit a collaborative Title V grant to develop transfer programs in Nursing (RN to BSN) and Computer Technology. The grant application will be submitted the middle of March, 2005. If funded, the Imperial Valley will be able to provide students with bachelor degrees in two areas of underemployment. Additional community linkages are created through the Dean of Instruction for Applied Sciences and the Director of Nursing and Health Technologies. Certificate programs being developed in the Applied Sciences area include Hospitality and Construction Technology. The Air Conditioning program, launched last fall, is moving forward well. A number of Apprenticeship Programs have been approved for fall, 2005, to be offered by the Imperial Irrigation District. Our many long-standing health technology programs have strong community support and effective train health professionals for the valley. Weaknesses: Academic Services is faced with a number of challenges: implementation of Distance Education; construction of new facilities; significant growth in the number of faculty members and student enrollments. I also need to move our unit forward in many ways: creation of a Deans structure; an increase in the timeliness of adjunct evaluations; modification of the student evaluation process; clarification and updating of the student complaint process; implementation of a 16-week compressed calendar. The parameters for the hiring of contract faculty members for Intersession and Summer Session need to be confirmed through the negotiated contract. The curricula in some Applied Sciences programs need to be updated. There are significant differences among the programs. Programs attracting younger students include: Agricultural Science, Math, Physical Education, Sports, and Wellness. This trend in Agricultural Science is the result of the hiring of a new faculty member who has actively recruited students to participate in the Agriculture Club. Older students tend to enroll in our vocational and ESL programs (Air Conditioning, Auto Body, Business, Child Family/Consumer Sciences, ESL, Legal Assistant, and Real Estate). Our curriculum needs to continue to address both the needs of young high school graduates, seeking career choices and transfer opportunities, and older students returning to college, often with very specific vocations in mind. We also need to continue to monitor employment trends in the Imperial Valley. While students of all ethnicities enroll in all of our programs, significantly more Hispanic students enroll in the Auto Body and the Electronics Programs (95.7% in comparison to 87.6% across all programs). On the other hand, significantly more Caucasians have enrolled in Agricultural Science (23.1%), Emergency Medical (26.7%), and Fire Science (20%) in comparison to 8.5% across all programs. Gender differences are common, with significantly more males enrolling in vocational programs traditionally male (Air Conditioning, Agricultural, Auto Body, Auto Technology, Electronics, Emergency Medical, Fire, and Welding. Programs traditionally female continue to include Child Family and Consumer Sciences, Library Technician, Legal Assistant, and Nursing (both RN and Vocational Nursing). Efforts need to continue to recruit broadly for all programs. In the same manner, 36.9% of IVC students speak a language other than English. Programs in Auto Body (52%), English (49.7%), and Child Family/Consumer Sciences (48.3%) attract additional students speaking a language other than English. As expected, 92.6% of ESL students speak a language other than English. Residence data is especially important as efforts are being made to offer more courses and programs at our three External Campus locations. More than 50% of students enrolled in the Agricultural Science program come from Calexico (53.8%); 41.5% of students enrolled in the ESL program reside in Calexico. This is in comparison to 30.8% of students across programs. These data confirm the importance of offering a rich array of ESL courses at the Calexico center and exploring the development of a Language Institute in Calexico. A high percentage of our Fire Science students reside in Calipatria (11.1% versus 2.2% across all programs). Whereas 8.4% of our students reside in Imperial, enrollments from Imperial are high in Emergency Medical Science (16.7%), Fire Science (15.6%), Library Science (23.3%), Legal Assistant (19%), and Welding (16.7%). Housing developments continue to be constructed between the town of Imperial and the main campus, bringing Imperial residents closer to the programs offered on main campus. Grade distribution data confirms that higher grades are received in non-transfer courses (28% received a letter grade of A in comparison to 19.7% in transfer courses). While retention rate at census is 71%, the success rate (students receiving a letter grade of A, B, C, or NC) for non-transfer courses is 72.8%; the success rate for transfer courses is 63.7%. Additional efforts need to be made to provide students with the support services to increase the likelihood that transfer courses will be passed at the appropriate academic achievement level. 5. STUDENT LEARNING OUTCOMES The Academic Senate launched conversations about Student Learning Outcomes by implementing a number of FLEX presentations and an Institutional SLO Summit on January 13, 2005. Outcomes (in unranked order) include: Personal Responsibility, Global/Multicultural Awareness, Communication Skills, Information Literacy, and Analytical/Critical Thinking. The Senate has asked all Divisions and shared governance Councils to discuss the next step in the process: the measurement of one or more of these outcomes. Simultaneously, academic programs are beginning the conversation about course and program outcomes. 6. EXTERNAL SUPPORT SERVICES Academic Services works closely and harmoniously with Student Services. I serve on the Student Services Council; the VP of Student Services serves on the Instructional Council. Together, we developed procedures for the transition to the integrated software of Banner. We collaborate in the review of policies and procedures, and we have established new processes for assessment and placement. The CSSO and I will be making a presentation mid-March at the joint CIO/CSSO conference on our handling of a challenge to the institution by an external organization. We will continue to work together to facilitate community outreach. 7. ACADEMIC STANDARDS Like most community colleges, retention rates across the institution (71%) are lower than desirable but higher than most community colleges. This retention rate probably is reflective of the excellent support students receive from Student Support Services. Yet, the completion rate in many of our programs is low. Also, our transfer rate needs to be improved. PROGRAM/DEPARTMENT PLANS AND OBJECTIVES, 2005-2008 Strategic Goals Institutional Goal A: Create a modern comprehensive, Science and Technology Center. Institutional Objective 1: Complete a Facility Needs Assessment during Spring 2004. Institutional Objective 2: Conduct a Community Survey to determine support level for a General Obligation Bond issue during Spring 2004. Institutional Objective 3: Board decision on a General Obligation Bond during Spring 2004. Institutional Objective 4: When General Obligation Bond issue is decided, campaign will take place in May-October 2004 for the November 2004 election. Institutional Objective 5: Develop and release a Request for Proposals (RFP) to secure the most qualified architectural/engineering/building contractor firms to design and construct the building. Institutional Objective 6: The construction of the Center will start during 2005-2006. Institutional Objective 7: Staffing and operation of programs and services will begin during 2006-2007. Program Goal A: Program Objective 1: Academic Senate representatives have been appointed to the Core Facility Planning Group that will be working this spring with faculty from the Applied Science and Math, Science, and Engineering programs to identify educational functions for the new Centers. A series of meetings will be implemented with the architects to confirm that student, faculty, and staff needs are met in making the initial plans for the Center. Program Objective 2: A plan also will be developed this spring and fall, 2005, to stage facility development. This process will include a thorough analysis of the use of existing facilities. Program Objective 3: While facility planning takes place, faculty and staff will be encouraged to visit new facilities at other institutions. For example, on January 25 and 26, a team of fourteen faculty and staff visited three Maricopa District community colleges. New facilities were toured, and extensive conversations took place about the strengths and challenges of these physical designs and their link to Distance Education programs. A campus-wide forum is planned for March 16, 2005, to share perceptions and college more input from faculty on Distance Education (DE) needs. Additional individual visits will be planned for the rest of the year. Institutional Goal B: Develop a Distance Learning Center that provides faculty and curriculum development for online, interactive TV and hybrid courses to reach students whose access are hindered by factors such as distance, disability, scheduling, preference of learning style, etc. Program Goal B: Program Objective 1: In March, a proposal will be presented to the Curriculum and Instruction Committee regarding the process for the selection of courses and teachers for the new Distance Education program. Faculty will be selected to attend the summer distance education training to prepare them to launch distance education courses in spring, 2006. Procedures for scheduling hybrid courses and evaluating faculty will be reviewed by all shared governance councils. Program Objective 2: To better provide technology support to Academic Services, Technology Services is being moved from Business Services to Academic Services. Simultaneously, recruitment for a Dean of Technology and Learning Services began the end of January. This individual will be hired as a Director until the Dean of Learning Services retires in August; at that time he/she will assume the Deans position. The college Technology Plan will be updated during the 05-06 academic year as the Title V (ACCESO) project is implemented and the new Dean of Technology/Learning Services is hired. Institutional Goal C: IVC will respond to community needs that address our evolving economic diversification. Institutional Objective 1: Four new programs will be developed by Fall 2005. Institutional Objective 2: Tie in with Labor Unions to provide vocational training. Institutional Objective 3: Develop collaboration with high schools regarding vocational education. Institutional Objective 4: Development and expansion of continuing/non-credit education. Institutional Objective 5: Work with Imperial County, cities, and Imperial County Office of Education to develop a public/government channel for Imperial County. Institutional Objective 6: Address public perception gap. Program Goal C: Program Objective 1: During the spring, 2005, semester, new curriculum will be developed in the areas of apprenticeship programs, construction management, computer technology, and hospitality. Program Objective 2: This fall, I met with the regional leader of the construction union to discuss the development of a pre-apprenticeship program in construction. In January, Deans Huerta and Silva met again to begin planning how to implement such a program. Program Objective 3: Three meetings were held this fall with the Superintendent of the Calexico Unified School District, Imperial Valley ROP, and community members to plan a Charter School emphasizing construction and health trades. Meetings need to be arranged this spring with the other high school districts to confirm vocational education collaboration. Program Objective 4: This fall, consultant, Dr. Barbra Lewis was hired, to begin the initial planning for an expanded community service and non-credit program. She explored the needs of senior citizens, the jailed and prison populations, and community members. Her concluding report indicates that there is significant opportunity for a successful non-credit program through ֱ߲. Peggy Hudson joined IVC the end of January and will continue to expand this program. This spring, plans for the Language Institute will be finalized, and a recommendation will be taken to the Budget and Planning Committee for renovations at the Calexico Extended Campus. Meetings will continue with county Adult Education providers with the goal to smoothly transition students from their courses to IVCs English-as-a-Second-Language courses. Program Objective 5: Two meetings were held this fall with the Imperial Valley County Office of Education to learn more about ways to share technology expertise and resources. The public/government channel has been established, and IVC is in the process of developing a promotional video to be aired on this channel. Communication needs to continue this spring as the Distance Education program is expanded. Program Objective 6: Efforts were made this fall to provide community members with accurate information about the college. I made two presentations to service clubs, and Dr. Pai continued his community presentations as well. Institutional Goal D: Develop a long-term facility plan. Institutional Objective 1: Complete a ten-year enrollment forecast and maintenance survey during 2003-2004. Institutional Objective 2: Complete facility modernization survey especially for Science/Technology during 2003-2004. Institutional Objective 3: Determine Long Range Plan funding alternatives and secure funding for Science/Technology Building during 2004-2005. Institutional Objective 4: Merge Long Range Plan with College Master Plan during 2004-2005. Institutional Objective 5: Complete Long Range Comprehensive Financial Plan during 2004-2005. Institutional Objective 6: Market the Facility Plan to the community with town hall meetings and a published annual report. Program Goal D: Program Objective 1: The ten-year enrollment forecast was completed and is being updated each semester. The 14% increase in enrollment suggests the college will reach a 10,000 unduplicated head count within the next few years. Plans need to be made now to ensure that the high quality of IVC programs continues as programs are expanded. Program Objective 2: The facility modernization survey was completed, and this information was used in planning for Measure L. Program Objective 3: Funding was secured for facility modernization and the construction of the Science and Technology Center and the Applied Sciences Center. Arrangements to sell the bonds have been made, and the architect has been selected. Program Objective 4: The Long Range Plan was merged with the College Master Plan. Program Objective 5: The Long Range Comprehensive Financial Plan was developed. Program Objective 6: The Facility Plan was shared with the community during meetings with community organizations. These meetings resulted in bond endorsement by community groups and successful passage of the bond. Institutional Goal E: Develop, implement and manage six day per week balanced class schedule applicable district-wide to meet the needs of our community. Institutional Objective 1: Use external instructional sites throughout Imperial County. Institutional Objective 2: Develop and implement a Fast Track weekend college. Institutional Objective 3: Expand Math and English course offerings based on demand. Institutional Objective 4: Provide lead-time for counselors input to affect class scheduling to facilitate completion of program. Institutional Objective 5: Examine attrition and provide more accurate placement and retention strategies. Program Goal E: Program Objective 1: A Dean of External Campus was hired and has reviewed room availability at each of the external sites. Efforts continue to open additional sections at the Calexico and El Centro sites. A long-term Extended Campus facility plan will be developed during spring, 2005. Program Objective 2: The Fast Track program was successfully implemented, increasing the speed with which students can complete general education requirements. A thorough analysis of the program will be presented to Administrative Council in March. It appears that fewer high school graduates are participating than expected. The Fast Track option will continue to be presented to high school graduates as one of many options. Conversations took place this fall about the services needed to support a six-day college program, including bookstore, food services, reprographics, counseling, and administrative support. Staff members from Academic Services were assigned to Friday night and Saturday hours. An informal survey will take place at the Mid-Winter Fair to assess community interest in weekend courses and a Weekend College. This spring, 2005, a faculty member will be identified to organize a Fast Track weekend college. Program Objective 3: New contract faculty members were hired in ESL (2), Art, Child Development, American Sign Language, Reading, Writing, and Math. Additional sections in ESL were opened to maximize student access. Program Objective 4: In developing the spring semester, counselors were contacted early in the schedule development process to ensure that courses are scheduled so programs can be completed in a timely manner. This spring, as the summer and fall schedules are developed, counselors will be asked to provide input prior to the actual development of the schedule. Program Objective 5: For many years, English faculty members have struggled to find a computer assessment test that could be used to advise students on appropriate course placement. In January, the Compass testing system was demonstrated and was well-received by English faculty members. The English Department confirmed its support of the DRP for initial placement and the Compass test to advise students on subsequent courses. Institutional Goal F: Give Imperial County high school graduates primary and residents secondary priority at the entry freshmen level. For those who are ready for college level courses, a full-time program is offered to graduate in two years, or four to six semesters depending on major preparation requirements. Institutional Objective 1: Develop the program in 2004-2005. Institutional Objective 2: Offer a Fast Track Pilot Program during Fall 2004. Institutional Objective 3: In conjunction with the Fast Track Pilot Program, publicize the fact that priority is given to County high school graduates and residents. Institutional Objective 4: Engage Banner to validate enrollment during Spring 2005. Institutional Objective 5: Review and revise registration priority annually in the Spring. Institutional Objective 6: Implement Web Admission Registration during Spring 2005. Institutional Objective 7: Survey student demands for technology accessibility, classes and schedules. Institutional Objective 8: Survey current and prospective students biannually beginning 2004-2005 to determine the needs for a six-day week balanced schedule (8:00 A.M. to 10:00 P.M. including Distance Learning: Online and Interactive TV) Program Goal F: Program Objective 1: The Fast Track Program was developed during the spring, 2004, semester. Program Objective 2: It was launched during fall, 2004, semester. Enrollment was strong with both highly qualified high school students and other county residents. This spring, 2005, student evaluation data needs to be collected from students enrolled in these classes to confirm they are receiving the support services needed to be successful. Program Objective 3: The Fast Track program was described during discussions with community groups in anticipation of the bond election. Program Objective 4: New enrollment procedures were developed using the Banner WebSTAR online software. Computers were set up in the Casbah Room as well as in the Administration Office, and staff was available to assist students in enrolling. As of the opening of classes (spring, 2005), over 70% of all seats were filled, indicating that appropriate instructions were provided to students to facilitate enrollment. Special thanks need to go to the Director of Admissions and Records, Kathie Westerfield, and her office team, Program Objective 5: Registration priorities were revised, and students were notified of the changes. Program Objective 6: Two mock enrollment sessions took place as a way to test many different enrollment scenarios. Because of extensive planning by Admissions and Records and the Banner implementation team, enrollment went very smoothly, with few major problems for either students or staff. Program Objective 7: This spring, a sample of students will be surveyed to assess the quality of service provided to students and ways to further increase student access. Program Objective 8: This spring, a sample of students also will be surveyed to assess the specific courses students would like to be scheduled on a Saturday. This spring, ten sections were added on Saturday. While enrollment was lower than the week-day sections, many students indicated that their work schedule does not allow week-day attendance. Thus, the Friday night and Saturday sections need to be marketed to this group of community members whose job or family responsibilities prevent mid-week enrollment. An aggressive recruitment process needs to be developed to expand adjunct faculty pools to support weekend courses. Institutional Goal G: Implement community involvement by IVC. Institutional Objective 1: Survey faculty about their community involvement during Spring 2004. Institutional Objective 2: Give faculty credit for participation on community committees/organizations. Institutional Objective 3: Administration should deal with transportation issues. Institutional Objective 4: Administration should address P-16. Institutional Objective 5: Develop with SDSU cooperation and joint programs. Institutional Objective 6: The Public Relations Plan should address misperceptions in the community. Institutional Objective 7: Develop a student mentor program for elementary schools. Institutional Objective 8: Expand the work experience program. Institutional Objective 9: Develop a District-wide alumni association. Institutional Objective 10: Institute an alumni publication. Program Goal G: Program Objective 1: This spring, 2005, faculty will be surveyed again about their community involvement. Increasing community involvement is a challenge given the fact that many of our contract faculty members have a primary or secondary home outside of the Imperial Valley. Efforts need to be made to use online procedures as a way to involve all contract faculty members in campus-wide conversations. Program Objective 2: Faculty will be encouraged to participate in at least one community organization and will be offered FLEX credit for their involvement. Program Objective 3: Special arrangements were made this fall with the county to expand bus routes to include the college. Program Objective 4: The P-16 conversations have emphasized communication, collaboration, and coordination among the different educational units in the valley. Program Objective 5: This year, Dr. Pai and Dean Roeder confirmed a commitment to develop a joint Title V cooperative grant proposal for two years at IVC and two years at SDSU-Imperial Valley Campus (a 2 + 2 program) in Nursing and Computer Technology. The SDSU-IVCampus and IVC Liaison Committee met this fall to discuss issues of mutual concern, and many issues of transfer and curriculum development were resolved.. Program Objective 6: The Public Relations Plan should be reviewed, and an Embracing Diversity and Multiculturalism community-wide symposium needs to be planned for the spring, 2005, semester. Program Objective 7: This spring, 2005, faculty should be surveyed to assess interest in participating in a student mentor program for elementary schools. If sufficient interest exists, student services counselors should establish the contacts at the elementary schools and recommend a series of procedures for a mentoring program. Program Objective 8: Efforts need to be made this spring to consider expansion of the work experience program. Program Objective 9: This fall, 2004, an alumni association committee was formed, including representation from Academic Services. An evening event was well attended, inviting alumni to participate in a re-activated Alumni Association. The Foundation is working to continue efforts in this direction. Program Objective 10: When an Alumni Association publication is developed by the Foundation, faculty will be encouraged to maintain contact with graduates and submit information on activities of our graduates. Program Goal H: Expand Academic Services programs for law enforcement, corrections, and security personnel. Program Objective 1: Calipatria Prison has asked that an Administration of Justice certificate be offered at the prison site primarily for prison employees. Dean Silva has worked with Administration of Justice Program Coordinator, Mary Kay Borchard, to plan pilot courses. Dean Silva also will work closely with Student Services and counseling to develop ways to disseminate information about the program to prison employees and facilitate assessment and enrollment. Program Objective 2: IVC has been asked to provide training of security personnel at the Quechon reservation and has been asked by the City of Calexico to provide additional training to police officers. Deans Silva and Huerta have been asked to respond to these inquiries. Program Goal I: Increase conversations at the course and program level on student learning outcomes. Program Objective 1: Academic Services needs to move the conversations forward about program and course-level student learning outcomes. Program Objective 2: Funding ($1,000) was obtained from the Foundation for planning a mini-Great Teachers seminar. This spring, faculty will be invited to participate and arrangements will be made for an early-June two-day seminar, Program Goal J: Develop a faculty procedure manual. Program Objective 1: Significant changes have taken place in the way faculty develop rosters, add students to classes, and submit grades. Currently, no one source of information is available for faculty. This is problematic given the large number of new contract and part-time faculty who are being hired. Program Objective 2: As one of the procedures, and in conjunction with the realignment project, dialogue is needed with the Academic Senate about the procedure for the review of syllabi and the filing of final exams. Program Objective 3: In conjunction with the faculty procedure manual, an Academic Services office manual needs to be developed. This clarification of the expectations of each staff member is especially important given an entirely new office team and the large number of new responsibilities of this office. Program Objective 4: As a part of the policy and procedure review project, the student academic complaint process needs to be reviewed by all shared governance bodies. 9.
